Wyoming’s lax approach to licensing fishing guides is creating a free-for-all on the waters, say anglers. And some local guides are out to make a change, “If you’re going to use a public resource for commercial gain, you should have a permit and support that resource,” says Blake Jackson, head guide for the Ugly Bug Fly Shop in Casper.
